Yes, these radios can be programmed with the other programmer; however, there is a major difference in the radios that will not be properly addressed unless you're using the programmer for that radio.
That difference involves using different CTCSS tones for Encode and Decode on one channel.
Specifically, in many situations today you may be required to use one CTCSS frequency to open the repeater and a different value to block unwanted signals. The FT-7900 can do this. The FT-7800 cannot.
So, the FT-7900 programmer can set this up while the FT-7800 programmer cannot.
